Images like this horrified many Nineteenth Century observers, who were only just beginning to realise the extent of child poverty. At this time there was very little state provision for the poor, and no 'safety net' to ensure everyone a minimum standard of welfare. The Waifs and Strays' Society was one of the first organisations to try and alleviate child poverty on a national scale.
