E aged 7 yrs 11 months Father deaf & dumb & greatly addicted to drink - Mother also drinks - is at times dreadfully treated by her Husband - has twice been sent to prison for drunkenness and disorderly behaviour - has from time to time left Husband & children for days. The grandmother drinks - as do most of the relations - who are none of them in a position to help the Child - The character of E & his wife is so well known that no respectable owner will let them a Cottage & the poor children live in the Streets - sleeping sometimes at the grandmother's house which being over crowded they are driven from by the police
