All the relatives are personally known little. I am quite satisfied that none are in a position to contribute toward the child's maintenance J.R.

Are the child's parents, grandparents or next of kin, willing to sign an agreement to commit the boy wholly to the care of the Managers of the Home, to obey the rules in force, and to permit the said boy when fully trained to be sent to any situation in the United Kingdom which may be obtained for him by the Managers?
This child's mother has had an immoral life. There is no likelihood of an order being obtained from the Magistrates to remove the child from her custody. I suggest that the child be placed in a 'Home' at all events until such time as the mother has given evidence of through reformation & proves herself a fit person to have charge of him.
