Feb. 21. 1894

Dear Sir

I laid your letter before the secretary of the Portsmouth Board of Guardians and he tells me that the Board will not in any way assist a child at any Home as they consider their own Schools as good.

The clerk admitted to me that the girls were seriously handicapped when they were old enough to go into service as the class of applicants for them is not a high one.

I therefore hope you will see your way to receiving this child
