F. is a fairly strong little boy only 3'-11" in height, he has attended school somewhat irregularly having no mother at home to see to him. His father is a very respectable man indeed and a cigar maker but being a dwarf is quite unable to pick up casual labouring work and so get along when his own trade in slack. He is a slow work man and is paid by the piece and so his best earnings are only 16/ to 17/ a week. He has now been out of work for 9 months. There are 3 children and since their mother went to the Asylum the boys have been neglected. The little girl has been adopted entirely by an aunt who has no children & whose husband earns good wages, this aunt has also helped them a good deal with food etc. and we feel cannot be expected to do more. The position of this child is almost worse than if he were actually an orphan as many institution will take Bonafide orphans and a child whose father is alive cannot be admitted to the Parish schools unless his father goes in to the workhouse. This committee are willing to raise 5/- a week to pay for him if he can be admitted to one of the Homes in order to present his coming to harm on the streets. He has already played truant a good deal his father being out so much.
