Dear Sir,

I shall be glad if you can think of some means of disposal of the above boy. He is now nearly 15, is 5' 71/2" in height, and educationally he was a failure. Mentally he is without doubt considerably below normal. He will work while with or in the presence of an officer but considers it a mistake at any other time. I have offered him for employment on several occasions, but his appearance doesn't satisfy the Devon farmers. He does not appear to have any epileptic or vicious tendencies. At present he is
